Andrew Moore
Director & Lead Consultant - Rubicon Wigzell Ltd UKhttps://futurebuildingandinfrastructuresummit.com/2026speakerdetails/#andrew-moore
About Speaker
Andrew Moore is a Lean transformation specialist and project performance expert with more than 30 years’ experience improving complex projects and major capital programmes across the UK and internationally.
As Director of Rubicon Wigzell Ltd since 2008, Andrew has supported major programmes across multiple sectors, including The Shard, the Library of Birmingham, the London 2012 Olympics, National Highways Major Projects, HS2, Crossrail, and Network Rail’s Trans-Pennine Route Upgrade, among many others.
He has long been driven by a fundamental question at the heart of construction: how long should it take to deliver a project — and why? His work examines the reliability of programme estimates, constrained productivity, the realism of activity durations, and the effective application of contingency.
Through extensive research and hands-on practice, Andrew has developed 14 practical “Programme Improvement Levers (PIL’s)” that organisations can apply to materially improve schedule certainty and responsibly compress delivery timescales.
Andrew specialises in Lean strategy deployment, collaborative planning, programme compression, and organisational change. Known for his practical, “learning whilst doing” approach, he has trained hundreds of industry professionals through the hands-on FLITe programme and has led large-scale capability development initiatives that embed lasting behavioural and systemic change.
A passionate advocate for industry evolution, Andrew speaks on Lean construction, collaborative delivery models, modern methods of construction and the emerging role of artificial intelligence in infrastructure performance. His sessions combine strategic insight with real-world case studies, offering audiences practical lessons drawn from some of the UK’s most complex and high-profile programmes.

Paul Bradley
Group Manager – Planning, John Hollandhttps://futurebuildingandinfrastructuresummit.com/2026speakerdetails/#paul-bradley
About Speaker
Paul Bradley has more than 25 years of professional experience across engineering, construction delivery, planning and project controls. Before entering the construction industry in 2008, Paul served for eight years as an engineering officer in the British Army. He has since worked across major infrastructure projects in Australia and the United Kingdom, spanning tender and delivery phases and a range of commercial models, including construct-only, design and construct, target-cost, alliance and PPP contracts.
At FBIS26, Paul will examine how John Holland applies lean construction principles to short-term site planning. Drawing on its continuous planning cycle, make-ready planning and weekly work planning processes, he will argue that the next major improvements in construction planning will be behavioural rather than technical—requiring stronger participation, clearer commitments and a sustained focus on removing constraints.

Katherine Meagher
Co-Founder and Director at Elarohttps://futurebuildingandinfrastructuresummit.com/2026speakerdetails/#katherine-meagher
About Speaker
Applies sleep/circadian/nutrition/team dynamics research to behaviour change for 24/7 teams
Katherine Meagher is co-founder of Elaro, a science communication and behaviour design company helping high-pressure teams work in ways that better match human biology. Elaro translates leading research on sleep, circadian rhythm, nutrition, habits and team dynamics into practical tools for immediate and long-term impact.
Elaro has supported organisations across healthcare and frontline services, cyber security, trucking, government and big tech to reduce fatigue risk, strengthen resilience, and improve attraction and retention. In Australia alone, more than four million people regularly work at night. How work is designed matters.
Using her background in marketing and strategic design, Katherine specialises in turning complex evidence into engaging products that drive real behaviour change and better decision-making. Her focus is simple: make high performance humane, practical and sustainable, day and night, so people in critical roles can thrive, not just survive.
Synopsis:
(Working title) The most complex machine on site: the human.
Modern infrastructure projects rely on a critical system component that is rarely modelled with the same discipline as materials, schedules or risk controls: human biological capacity. This presentation draws on neuroscience, human factors engineering and circadian biology to describe humans as biological machines whose cognitive performance is finite, time-dependent and shaped by a small number of controllable signals. The session offers a transferable systems lens for understanding why decision quality degrades under sustained load, why ambiguity hardens under pressure, and why productivity plateaus despite increased effort.
By framing wellbeing as capability and circadian optimisation as scientific signal alignment rather than lifestyle change, the presentation positions light, timing, recovery and cognitive load as design variables that influence reliability, safety and performance in any complex system.
